can one - on a local network (as in the network in my house) level - ban oneself from seeing certain sites?
or would one have to get some sort of censoring programme that goes by entered urls and not words or content?

just curiosity

You can get IE to do this quite easily. Go to Tools / Internet Options / Content and enable Content Advisor. In the settings for that you can add a site and tell it to never allow you to go there.
