in fact ANYBODY can, i have no limit on send/recieve, the only reason i didn't have it on everybody last time was because i had a limit
and i didn't want to be pay extra for the few people i know that are going to try to anonmously abuse it at some point
but now i pay the same flat rate no matter how many or few messages sent or recieved
so have fun
